Poland

While previous good economic trends have had a positive impact on innovation activities - which is confirmed by rising expenditures in innovation - extensive budget deficits have had a negative influence on the potential.

At recent count, innovation expenditures in the manufacturing sector were estimated at about 1.6% of GDP. This type of expenditure is mainly concentrated in two regions: Mazowieckie (Poland’s capital region) and Slaskie (situated in southern part of Poland), which account for slightly more than two-fifths of total innovation investments.

Main innovation challenges

  • Stimulate and deepen innovation internal capacities of Polish companies.
  • Improve science.
  • Promote multidisciplinary profile skills for innovation.

Action

Currently, support for Polish innovation is fragmented by individual measures, which have different objectives, eligible criteria and funding. Following the Dutch system would offer a number of advantages. It is transparent, flexible and does not require a shift of available funding between the measures.

Therefore, the possible orientations for future policy actions could focus on:

  • Designing new policy measures following the ‘Dutch model’;
  • Drawing policy implications from independent evaluations;
  • Preparing the impact assessment of new tax incentives;
  • Picking up the best innovation intermediary organisations;
  • Launching the Innovation Voucher scheme.
